On July 22nd, Chinese Premier Wen Jiabao chaired a State Council executive meeting, discussing and principally passing Cultural Industry Promotion Plan. This plan has pointed out that cultural industry is key to develop and boost socialist culture under the market economy. To ensure the implementation of plan, government must strengthen the cultural restructuring; stimulate the cultural creativity of the whole society. Government should lower the access threshold and actively encourage foreign and private investment into the permitted cultural industries which will help to reform the state-owned cultural enterprises into more diverse cultural industries. This reflects the determination of Chinese government to uplevel the nations competitiveness in the new economy by pushing domestic cultural enterprise into international arena.
